Re-enabled radio mechanics for hard

First attempt at fixing Friendly AI shooting player
Implemented max unit count logic to limit how many times a unit can be bought by the AI. Currently only planes use the max unit count number. The max count is defined in the unit roster files
Slightly increased chance for AI to skip buying planes
Fixed incorrect unit type for Sov at guns in bot unit roster
Reduced chance that AI airborne division is selected
Increased MP reward for battle losses for hard and heroic
Increased AI reinforcement time when player is attacking for all flags

fixed ai not having enough and gave player better mp and ammo points as a reward
also slightly increased scavenge rate and payback factor
