Fixed a bug that gave 2 engineering labs to machine empires at the start.
Slightly changed synchronicity, reduced bonus, and now when you finish it, planet_resettlement_unemployed_mult = 0.3 because it was removed from synchronicity integrated preservation.
Additionally, for rogue servitors, alone +30% more for bio-trophies.
Minor fix where edicts usage was used in Phi edicts.

1.1 Balance and Design
Bug Fix:
-Fixed bug where vassals were no longer getting the Casus Belli for Independence.

Origins
-Balanced Hive Progenitor Origin (more expensive leaders, -25% naval capacity)
-Enhanced Payback Origin: now has a bonus to engineering and society researchers for 20 years, but a malus to physics.
-Balanced Imperial Fiefdom Origin:
-Vassal Scholarium now defaults to sending 15% base subsidies to vassals.
-Slightly weakened the Overlord.
-Imperial Fiefdom now has zero maintenance cost for influence if it becomes a vassal or tributary, making it more attractive than other empires.
-Slingshot no longer has a bonus for lower influence cost for remote stations, but instead has a bonus for megastructures, increased ship speed, and increased starbase construction speed.
-Over Tuned: "Damn the Consequences" edict malus has been reduced from 100% to 50%.

Traditions:
-Changed Diplomacy: now that politics exist, it no longer gives 100% diplomatic weight, but is still powerful and gives bonuses to AI and improves envoy diplomatic weight.
-Improved Domination: when finished, it reduces campaign costs by 10%.

Ascension Perks:
-Enhanced Grasp of the Void: now reduces empire size from systems by 10%.

Balanced Civics:
-Slave Guilds enhanced with a -10% empire size from population.
-Byzantine Bureaucracy enhanced: bonus to bureaucrats and 2 unity instead of 1.
-Imperial Cult reduced the edict cost from 100 to 50.

Design:
-Added custom icons for researchers (contact if anyone is good at making icons).

Other:
-Changed cost and maintenance for non-robotic troops: now they require 50% food and 50% energy so food has meaning. Additionally, level 3 machine armies now cost and have maintenance of alloys (proportional as before).
-Created a separate campaign category from edicts (everything that doesn't cost unity is considered a campaign).
-Empire size now increases the cost of leaders as in the old phi.
-The cost of military campaigns (e.g. gas as fuel or crystal focusing) is now based on naval capacity used instead of empire size.

Sublimation:
-Added demonic incursion as a 5% chance event.
-Decreased chance War in Heaven from 5 to 3.

Doubled the penalty for edicts based on empire size.
Fixed the classification of orbital dark matter and artifact from "science" to "mining".

  • Balance over empire size
  • Non-repeatable techs that previously gave administrative capacity now give -2.5% empire size
  • Buffed Imperial Cult edict bonus to 100 instead of 50
  • Buffed Beacon of Liberty, now gives 15% unity, faction multiplier, and -0.15 pop empire size
  • Edicts now cost a bit more based on empire size
  • Removed obsolete code
  • Fixed Low Contribution Law in Hegemony Federation, now always available
  • Fixed Research Law only working for Research Federations

Fixed bonus for planet researchers that was not working.
Now bonus tech research gives a bonus to all job types that do technology.
Fixed faction needs, now they are all at +60/-60 like Phi was before.
