- Upgraded the settlement levels of a bunch of settlements in the strategy map based on their starting populations.
- Added missing core building governors_house to some towns in the strategy map.

- Added starting assassins for all factions in the strat map.
- Increased Powys settlement Dolforwyn settlement level to "town" and increased its population to fix an issue with the settlement not being able to be upgraded. Also added base trader, roads and farms buildings.

- Added 2 new factions - Franks and Romans in Gaul. Used strat/battle banners and faction icons from Fall of Rome mod. Used campaign and battle map models for Roman named characters and lesser generals from IB Ruina Romae.
- Made changes to some buildings to decrease building cost and improve economic and population growth bonuses.
- Added water buildings to all cultures.
- Added temple of fertility to gaelic, pictish and germanic cultures.
- Fixed missing spy and assassin cards for all factions.
- Fixed a bunch of ancillaries and traits showing incorrect text from vanilla factions.
- Added new ancillaries such ash Frankish Warlord (Franks) and Dux Romanus (Romans).
- Added new traits such as Merovingian (Franks) and Bretwalda (Saxons).
- Made some changes in the strat map to reduce settlement levels in Gaul and increase starting money for all factions.
