Perhaps the normal map got DXT compressed before you saved it uncompressed? If so, it lost its full quality and re-saving it uncompressed isn't enough to recover the lost data. (Like saving a PNG as a low-quality JPG, then saving the JPG as a PNG again - you don't get the original quality back, all those JPG artifacts are now in the final PNG)
also, there is a normal map lol. it just depends on where the light is shining that may make it look like there isnt a normal map.
though, the texture could use a bit smaller texture scale or higher resolution. maybe a normal map too, dont know but it kinda hurts seeing it that low res

that however just looks wrong. the bloom was supposed to look hazy and not overblown like that. maybe its something to do with your game?
