I'm not exactly sure, you can give it a try. Is there any errors in the error log?
As for logging... there was something about (what I think might have been) a texture issue before I moved the minions to the bottom of the load-order.
I had Verbose Logging on for a while and other than it complaining about not being able to reserve items and trouble adding cowboy and bowler hats, there was nothing to report :S
I can confirm that removing minions fixed the issue with stuttering, but I can't figure out why yet :S
A very long game with a lot of colonists has similar (albeit less obtrusive) lag. I am one step closer to finding out which of the many... MANY mods is causing this stutter.
Not sure if it's relevant, but the lag isn't linked to any maxing out CPU or anything like that. The game takes up to 30%, then goes back down to about 6...
I have a sinking feeling I'm going to have to learn modding to figure out what is going on.
The stuttering could be a result of mod conflicts. But as we all know, having many mods does make it really difficult to find the culprit. =\
That, or just a hell of a lot of the little, little guys... damn did they breed!

Been going through, disabling mod by mod...
I think it might be to do with robots... or something that is affecting how pawns take up jobs as the stuttering seems to happen when a pawn looks for something new to do (IE: dropped off a stack, now do I still haul, or can I cook?)
I have this kind of error as well. One thing I noticed is that It's not limited to cleaning, it could happen to other jobs and other pawns.
There's something to do with how jobs are allocated. Mostly affected are hauling and cleaning jobs (and therefore made worse by any mods that add things that can do that... EG: Robots, Minions and various animal-hauling related mods.(
Still not tracked down the cause. It seems to be more of a conflict between mods than any one mod, but it's not throwing up any actual errors. It's just making the game slow without using any more CPU :S
