Instead of making it a more useful Sydney Sleeder, make it like this
I like the Jarate to stickybombs when hit by them, but coating entinties with Jarate seems a little like the Sydney Sleeper, so here's how I see it, non Sydney Sleeper wise. Scoped shots on victim will just be like a regular sniper rifle, but fully charged shots can cause Jarate explosions. Plus, with that said, I can see the damage penalty seems useless to me, but balanced. If I can see this, I just keep the damage penalty, but instead of 45%, make it around 35% less damage. Or 45% less damage on fully charged scope shots. Besides that, I think it's a good weapon.
