* Made it so the AI is less eager to breach living standard resolutions in order to balance it's economy.
* Made it so the AI wants a stockpile of consumer goods in order to increase living standards past "decent"
* Raised the consumer goods income threshold for the AI to switch to "Utopian" living standards

* Robot refugees are now a thing. However, they can only be a refugee if, in addition to normal refugee rules, all of:
1. They are sapient (have happiness) in the country they are fleeing
2. The potential destination country has full AI species rights as the AI policy (not full citizenship necessarily)
3. The potential destination country has robotic workers allow in policies

Except for machine unit gestalt pops. In which case only the machine intelligence country they are the primary species of are valid destinations. And like hive minded pops, only displacement purges from fallen empires are eligible.

* Many changes to ensure the the FE/AE AI is willing to consider the options for gestalt pops now open to it (previously they were an option but the AI never considered taking it)

* Machine fallen empire will now displace hive minded pops even if they haven't awakened yet
* A pops from a machine fallen empire that awoke berserk will now be treated basically the same as if they were from a machine terminator.

* Fixes an issue with assimilation citizenship type not being able to applied in places it should have been able
* The awakened machine fallen empire now seeks to displace hiveminded pops unless it has gone beserk

* FE's and AE's special capital buildings are now considered "fully upgraded" (which means they can upgrade their alloy founderies and similar)
