* Fixed an issue where ruler and worker class strata always had base political influence regardless of that species' living standard

* FE's will now enact population controls on hive pops that come from a devouring swarm

* Fixed FE pops taking up worker or specialist jobs losing all of their bonus political power from being in a lower strata.
** Now all FE pops have a strata and bonuses of the precursor strata, regardless of the strata of the job they are working
* Tweaked thresholds of the AI choosing which living conditions for species to use

* Fixes an issue where unemployed FE pops could oscillate between being "unemployed" in the upper precursor tier and the worker tier, instead of "demoting" to "hedonist" as intended.

Changes from there:
* Made it so hedonism and acolyte of the workshop jobs no longer take priority over normal jobs always. They will be willing to "get off their asses" once they awaken
* Made FE's a bit more snooty and are less likely to allow non-native pops be rulers if there are native pops around
** Pops who lost their ruler jobs because of this mechanic will not be forced to go through demotion period

Changes from original patch:
* Hive minded empires now have a refugee policy, but can only select "never" and "full citizens only".
** Only displacment can give hive minded refugees, and only fallen empires can currently select displacement for hive minded pops. Normal extermination of hive minded pops will still leave no survivors
