Note: city states with (X) indicate that they won't spawn when the indicated civ/city state is present (due to proximity)

To get the above custom city states to appear on the map at their TSL, you MUST, during set-up, disable/uncheck "Only Civilizations/CityStates with TSL", and then manually pick all the city states that you want to spawn in your game.

(Tedious I know but I couldn't get the city states to spawn otherwise. It is the same situation with other YnAMP maps as well.)
