Many of these are decorative in nature. They add style and roleplaying options without necessarily any in game affect.

To put them on a vessel
= load the part file into the editor
= use the select tool
= select all the part, be mindful of rope anchors and buttons need the space outside them as well
= use "copy"
= Load your own file
= go to the select tool
= you will see the "copy" object floating somewhere
= move it and place it normally
