As for the "buffs" concerning Hexensnacht for Arkhan, considering that Arkhan gets free units, anyway, +1 recruitment rank for fell bats, crypt ghoul, dire wolves and hexwraiths and +6 charge bonus to dire wolves and hexwraiths can hardly be called overpowered, I think :). It's a very minor buff for flavour.
the buffs you mentioned may go ok with an event that happens at 50-100 ... but 50 turn interval seems a bit too much since this should happen yearly mate
I wanted to add it but couldn't find the correct effect for raise dead guys I'll look into it doN't worry about that. But 20 turns is cool I doN't want to make it 50 turns.
