if you use a map not from the description, then you need:
1. Get the tool via the console command - cl_citizens_load_tool
2. Place points on the map at your discretion. It is advisable not to put many points tightly to each other.
3. Save points using the console command - cl_citizens_save_route
4. (Optional) Remove the tool via the console command - cl_citizens_unload_tool
5. Reload the card or enter a console command to apply the changes - cl_citizens_load_route

You can use a hook that is triggered before the npc spawn. Example - https://i.imgur.com/x5uHut2.png
Do the gangsters only use the Rebel models or do they also use the white shirt Refugee models?

The "Rebel" model is given randomly, so the bandits can look like civilians. I thought it looked interesting.

Инструмент нужно убрать полностью, для этого есть консольная команда - cl_citizens_unload_tool . Если после этого точки всё ещё есть (что вообще не должно быть по идее), просто перезайди или суициднись (не в жизни ток :blissful_creep:).

I didn't quite understand the question. Did you remake the path on the map from the examples, but after reconnecting the paths were reset?
