if you use a map not from the description, then you need:
1. Get the tool via the console command - cl_citizens_load_tool
2. Place points on the map at your discretion. It is advisable not to put many points tightly to each other.
3. Save points using the console command - cl_citizens_save_route
4. (Optional) Remove the tool via the console command - cl_citizens_unload_tool
5. Reload the card or enter a console command to apply the changes - cl_citizens_load_route
