For now the ability is a bit too convenient, and make the rangers a lot less special...

I haven't taken the LW 2 plunge yet, but RealityMachina's "More Default Soldier Abilities" could help you out.
A stun gets rid of an action point, if it's a 1 stun then he has one action point next turn, so he could still react.
Check out More Default Soldier Abilities . Kinda does what you want. Kinda.
